Create paths of woodstock. Use the pen tool and draw along the black lines. If your referencing an image keep the pen lines smooth because we will rough the strokes later. Charles Schulz didn't just keep colors inside pen lines, he used pen lines to add definition. He also didn't care or have the ability to draw perfect, straight and clean lines. The most noticable example of this is the hair on woodstock's head. There are just simple lines.
Once you have pen tool the black lines of the character, click on the brush tool. You now need to set the setting. See the pictures.
Take a 45 degree brush and set these attributes. Mess around with the attributes to get a good appearance. Now right click the pen lines and stroke the lines.
Now if you have a tablet, drawing it by hand gives even more authentic reproduction. Just make sure you adjust the brush settings to adjust based on pressure and tilt.
Now create a new layer. Take a 100% hardness brush and paint the area with yellow. You want to keep within the pen strokes you've made and when there are no pen strokes to guide you all you need to do is follow an imaginary stroke line.
