1. Create a 800x600 size document or a little bit bigger. Honestly, start at about 1280x1024 and crop down at the end to make sure you have enough space. You don't want to make the layout really more than 800x600.
2. Create a white to color #317286 vertical gradient.

3. Make a 10px bevel edged round rectangle. This will be the content. Apply this drop shadow.

4.Import your logo. Map it to the upper left hand corner.

5. At the end of the logo select a single column of pixels using the single column select tool. Go to edit transform and drag the pixel to the opposite side of the screen. You want only one bar going across. (If you use it a smart objects you need to create a new layer. Copy and past the pixels from the logo, align it back to the logo and then transform.)

 

6. Glossing: Create a new layer. Take the pen tool and create an outline of where the shine should be. Right click and make the selection. Take the gradient tool, set it to white to transparent. Drag a gradient from the very top of the selection to the very bottom. You want to select the area outside the logo and bar and delete the gradient. You also want to use the eraser to erase the sides of the 3d logo. Reduce the opacity of the layer.

7. Text: Add text for navigation to right side of the bar. I used perfect pixel font and applied this effect.

8. Bottom Bar: Take the content box. Duplicate it. Delete everything but the bottom margin. Color it one of the colors used in the scheme.

9. Background Pattern: Take a cool background pattern, create a new layer and fill it (make sure it is white) and lower the opacity. Make sure this layer is the first one above the gradient.

 

10. Content: I add more links on the left side of the content. and added the news on the right. You create your own concept.
